For Romluans, I'd choose the Fleet Mogai - sto.gamepedia.com/Fleet_Mogai_Heavy_Warbird_Retrofit - but only if previously obtained both the other Tiers (3 and 5) versions - each of these contains a unique universal console, that if equipped together on the more durable fleet version, create a 2 piece set complete with a bonus.

What's the best fed ship then? Haven't touched fed since a long time and the current selection of ships on the Fed side just simply makes it not worth it.

That's a tricky one to answer. IMO fed ships are more class oriented - The cruisers are tanky but heavy and slow, the escorts are fast and can deliver a punch, but tend to be rather squishy, and the science ships have better shields, but capped by slow impulse speeds and fewer weapons. Of course every class can fly every ship, but in fed I think to be really effective with it you need to spec your character according to the ship, and not according to the skills you want your captain to have. That is, if you choose to fly an escort, spec for speed, for example. That way you'll increase the advantages of your chosen ship, rather than trying to compensate for its flaws and ending up with an average one.
